Songstress Kylie Minouge is really racking up the frequent flier miles, opening the dazzling Atlantis,The Palm Resort built atop the crescent of The Palm Jumeirah. As oil recently plummeted below $50, perhaps the $25k nightly rate on rooms will decline a tad.
